The Latin American cycling infrastructure model promoted by the IDB and its local adaptation in the Mendoza Metropolitan Area

This paper contributes to contemporary debates on urban policy mobility and metropolitan governance in Latin America by examining the circulation and translation of sustainable mobility policies linked to cycling infrastructure. The primary objective is to analyze the role of the Inter-American Development Bank (IDB) in assembling and mobilizing a Latin American model of public policy for cycling infrastructure while critically examining its translation within the Mendoza Metropolitan Area (MMA) between 2018 and 2023. Methodologically, the study adopts a qualitative approach based on documentary analysis, semi-structured interviews and territorial surveys of the implemented infrastructure. It is argued that the IDB played a pivotal role in South-South urban policy circulation by assembling a regional model of cycling mobility through funding mechanisms, technical manuals, and city-to-city exchange networks. Furthermore, it is posited that the implementation of this model in the MMA led to a fragmented metropolitan translation facilitated by UNICIPIO (Consejo de Coordinación de Políticas Públicas para el Área Metropolitana del Gran Mendoza) as a space for coordination but conditioned by municipal borders and non-binding agreements. Consequently, the existing MMA cycling network diverged from the original design. This was reflected in territorial discontinuities, reduced mileage and a dilution of the comprehensive, interjurisdictional vision initially outlined in the Master Plan.
