Territorial planning as a key element in comprehensive habitat management

Housing and urban policies are closely related. Housing policy relies on definitions dealing with land use planning because the comprehensive conception of the nature of housing resembles the notion of habitat. Hence, it requires to be related to other urban goods and services of the city for its proper functioning. Furthermore, housing spaces also have a significant impact on the shaping of the territorial urban structure.
Facing the impulse given to territorial development policies in the last biennium at the national level and taking as the axis of study the process leading to their definitions and future sanctions, this article introduces an analysis which takes a critical approach and gathers contributions from different referents in this matter. It addresses the advances and aspects not yet considered in the Land Management Law of the Province of Santa Fe in order to move towards a comprehensive habitat policy for the Province and its local governments.
